Roger C. Thomas, Esquire, has over twenty years as a practicing attorney in both the private law firm and government settings. Mr. Thomas’ practice has focused in the areas of education law, including special education; insurance defense; administrative law; complex civil litigation; adoptions; personal injury; construction and commercial litigation; labor and employment law; and real estate law. Mr. Thomas has over 15 years' experience in the private sector and formerly served as the General Counsel for the Prince George's County Public Schools.
Mr. Thomas is currently the Co-Chairman of the Character Committee for the Fourth Appellate Judicial Circuit, and formerly served as Deputy People’s Zoning Counsel for Prince George’s County, Maryland. Mr. Thomas is a current member of the Prince George's County Bar Association, and is a former Co-Chairman of that Bar Association’s Judicial Nominating Committee, Board of Directors and Professionalism Committee. Mr. Thomas is also a current member of the Maryland State Bar Association and formerly served on its Mentoring Program and Committee on Achieving Court Excellence for the Circuit and District Courts for Prince George’s County, Maryland. Finally, Mr. Thomas is past President and current member of the J. Franklyn Bourne Bar Association, and is a past Chairman of its Judicial Nominating Committee.
Mr. Thomas attended the University of Maryland School of Law and obtained his Juris Doctor degree in 1988. Mr. Thomas is admitted to the Maryland State Bar, U.S. District Court of Maryland and the U.S. Court of Appeals for the Fourth Circuit. Mr. Thomas has successfully represented clients in Federal and State Courts at trial and appellate levels.
